Please submit the attachments once you have received a property offer from us. We will also check your credit history.
When you apply for state-subsidised rental homes, we need details of your income and assets. We will ask for these documents when you receive a housing offer from us. We request these attachments so that we can verify that the information provided in your application is correct.
The documents required may vary depending on the applicant. They may include, for example:
A pre-completed tax return for all persons aged 18 or over moving into the property.
You can find the pre-filled tax return on the OmaVero service. If the tax return shows that you have assets, such as securities or property, please provide a statement of their current value. See the section ‘Statement of assets and liabilities’ for more detailed instructions.

Proof of income may be a payslip, an extract from the income register, a pension or benefit decision (such as unemployment benefit or home care allowance), or, for self-employed persons, the most recent confirmed tax assessment.
If you have been offered a state-subsidised flat, your income and assets will be taken into account in the tenant selection process.
Assets include your owner-occupied home, a summer cottage, a plot of land, shares or investment funds. Information on your assets can be found on your pre-filled tax return. When calculating your assets, we also take into account any related liabilities, such as your outstanding mortgage. You must provide a statement showing the current balance of these debts.
If you are a full-time student and receive student financial aid from Kela, please provide us with your certificate of enrolment. It must show that you are registered as an attending student for the current academic term.
If you have stated in your application that your current tenancy agreement has been terminated, we require written proof of this.

The document must show when the tenancy agreement was terminated and the address of the terminated property.
We check credit history, but any issues in your credit history do not prevent you from securing a rental homein a state-funded rental housing scheme.
However, we do not offer rental home to applicants whose credit history shows outstanding rent arrears. If you have rent arrears, you must submit a certificate from your landlord or a debt collection agency confirming that the arrears have been paid as soon as possible after submitting your housing application. You may also submit, for example, a repayment plan for settling the debts drawn up with a financial and debt counselling service or the enforcement authority, along with receipts for instalments already paid.
If you have any outstanding rent or other payments owed to VAV, you will not be considered for a flat until the rent arrears have been paid in full. Any warnings issued regarding disturbances may also affect your chances of being allocated a flat.
In privately funded rental properties, the applicant’s ability to pay is taken into account. We will check your credit history and ask for proof of your income.
